Municipal road construction - applying for funding under the State Transport Financing Act
The State Municipal Transport Financing Act (LGVFG) provides funding for projects in the areas of local public transport, cycling and walking, road construction, noise protection measures, air pollution control and the reconnection of habitats as well as the construction of freight transport interfaces.
The aim is to improve transport conditions in the municipalities in the interests of sustainable and climate-friendly mobility.

Amount and scope of funding:
- up to 50 per cent of the eligible investment costs.
- For the following projects, increased funding of up to 75 per cent of the eligible investment costs can be granted:
- Crossing measures in accordance with the Railway Crossing Act
- Projects for the construction of charging infrastructure
- Projects that make a particularly positive contribution to climate protection
- Which costs are eligible for funding is regulated in the administrative regulation for the LGVFG; a planning cost allowance is granted for planning costs related to the project.
- The lump sum for planning costs amounts to 20 per cent of the eligible investment costs. The funding rate applied to this lump sum corresponds to the funding rate for the investment costs.
- Subsequent authorisation is possible in the event of significant cost increases in cases of hardship.

Prerequisite
Grants are awarded to municipalities, rural districts, municipal associations that are responsible for the construction instead of municipalities or rural districts, in particular special-purpose associations and authorised municipal construction bodies in the case of interdisciplinary and interrelated measures; public companies (companies with a capital share of more than 50 percent of local authorities) and municipal own enterprises.
Procedure
- In order to receive funding, the project must first be included in a funding programme set up annually by the Ministry of Transport. The deadline for application to the responsible regional council is 31 October of each year. It is also possible to be included in the programme during the year.
- After inclusion in the state programme, an application for a grant can be submitted within three years.

The authorising body may request further planning documents or expert opinions request . For projects under Section B, number I. 1.12, the planned bridge modernisation measure must be presented and described in accordance with the Guidelines for the Preparation of Structural Design for Civil Engineering Structures (RABING) when applying for inclusion in the programme.

Processing time
A decision on the complete applications for inclusion in the programme is made in the first quarter of each year, taking into account the expected funding available.
Miscellaneous
Grants are awarded in accordance with the state budget within the framework of the available expenditure and commitment authorisations.
